Following the brutal killing twenty six civilians that included mainly Hindu tourists , a Christian tourist , and a local Muslim Kashmiri, in Pahalgam, in Indian – administered Kashmir, the long simmering tensions between India and Pakistan reached an all time high, culminating into Operation Sindoor – precise military launched strikes that targeted terrorist infrastructure in Pakistan and Pakistan occupied Kashmir. This further led to heightening of measures with Pakistan undertaking its own strikes against India , involving drones and shelling. These attacks on vital installations such as airports and air bases were successfully thwarted ,with India undertaking retaliatory measures. On May 10, 2025, a ceasefire for agreed to by both sides.
Here comes the need of an in- depth analysis of sucess of India’s diplomatic offensive against Pakistan sponsored terrorism. Parliamentary delegations were sent to 33 countries precisely for the purpose of shoring up support for India’s stance against Pakistan sponsored terrorism. Additionally, the External Affairs Minister for India , Dr. Jaishankar, lent credible support to the outreach diplomatic efforts during his visit to Denmark , Germany, and Netherlands. In the words of Randhir Jaiswal, official spokesperson for Ministry Of External Affairs, India, ” This is a political mission. We want to make strong outreach to the world , to convey our resolve to fight terrorism “. And, a strong outreach diplomatic effort it indeed was.
The parliamentary delegations includes members of opposition parties. This provides a string impetus to the idea of sovereign bipartisanship that upholds the democratic principles on which India stands. This is especially important in the wake of Pakistan attacking religious places such as the Shambhu Temple in Jammu , Christian convents , and a Gurudwara in Pooch. As pointed out by Vikram Misri, foreign secretary, this was “desperate attempt to impart a communal hue” to Operation Sindoor. Thus, the constitution of delegations cut across political and religious lines to reiterate the democratic values of India in its fights against terrorism.
A notable example of success would be that of Colombia’s changed stance after a meeting with Congress MP Shash Tharoor led parliamentary delegation . The Vice Minister of Foreign Affairs for Colombia, Rosa Yolanda Villavicencio said that Bogota has withdrawn its earlier statement that expressed condolences for those killed in Pakistan during Indian counter – terror operation. This retraction is indeed a success as Congress MP Shahi Tharoor had expressed his ‘disappointment ‘ with Colombia’s stand and reiterated that ” there can be no equivalence between those who dispatch terrorists and those who resist them”.
Similarly, there are several other notable examples to be studied. The all- party Indian parliamentary delegation led by Sanjay Jha, MP Janata Dal (United) , met Yun Ho-Jung Chairperson of the Korea -India Parliamentary Friendship Group of Korean National Assembly, wherein Yun Ho – Jung maintained his strong affirmation on the the stance that any form and act of terrorism is completely unjustified and unacceptable. Strong support has also been garnered from countries such Saudi Arabia, Greece , France ,Italy. Indonesia condemned the dastardly attack on civilians and extended support to India’s fight against terrorism on all possible forums.
The all – party parliamentary delegations sent to 33 capitals is a masterstoke with respect to inclusion of non-kinetic measures to isolate Pakistan on global stage amd prove its mettle in field of psychological warfare and information dominance regarding zero tolerance on terrorism. A perfect example of information- economic warfare, this provides an impetus to India’s effort to place Pakistan on FATF gray list.The constitution of the delegations itself cuts across political affiliation lines. This reiterates unity in diversity principle which is bulwark on which Indian democracy rests. This diplomatic offensive is a literacy campaign in itself- educating not just Indian diaspora but also people across globe regarding India’s zero tolerance stance on terrorism. Thus, these multi-party parliamentary delegations aims to whip up and strengthen support for India’s stance against Pakistan sponsored terrorism through a multi-pronged and multi-faceted approach.
